1. Open a new 100 x 100 image
2. Open your image and resize it. Drag it into your 100 x 100 image.
I got:
3. Zoom into the eye. Use the Dodge tool, set to about size 4. Lighten up the bright bits in the eyes.
See the difference?

I got:
4. Make a new layer. Using a small soft brush (about size 3 {whatever you think suits}). Colour: Black. Go carefully around the eye. It won't look perfect right now.
I did:
5. Go to Filter > Blur >Gaussian Blur. Set radius to 2.
I got:
6. Ok, now onto the lips.Make a new layer and copy merged and stamp it(Ctrl + Shift + Alt + E). Use the burn tool. Size : 11. Exposure: 12%. Range: Shadows. Go over the lips until you get a look you like.
I got this:

Looks like:
7. Now again use the burn tool (maybe a bigger size) and go over the hair. This is optional, but i wanted to bring out the red.
I got:
8. Place this (made by me):
this:

..on her cheek. Set to screen (move it around to where you want it). Set it to Opacity : 20% (or whatever you like)
I got:
9. Make a new layer. copy merged and stamp it (Ctrl + Shift + Alt + E). Set layer to soft light. (this is optional, i just thought it added a nice touch!
And you are done!
Finished Product:
