This icon was part of my post that you can find RIGHT HERE
1. Open a new 100 x 100 image
2. Open your image and resize it. Drag it into your 100 x 100 image.
I got:

3. Duplicate your base twice and set both layers on screen.

4. Now go to Layer > New Adjustment Layer > Hue/Saturation.
Set the Saturation to +45.
I got:

5. Now go to Layer > New Adjustment Layer > Colour Balance.
Set to:
MIDTONES: -30, -45, -35
SHADOWS: +40, +25, +25
I got:

6. Now go to Layer > New Adjustment Layer > Colour Balance
Set to:
SHADOWS: -100, 0,0
I got:

7. Now go to Layer > New Adjustment Layer > Selective Colour
Set to:
REDS: -52, 0, 0, +10
I got:

8. Now I used the blur tool to blur the background and the other bits that looked weird because of the saturation.

10. Now add any text or whatever else you want!! I used a tiny text brush by
nightcomes and
organza.
And you are done!

4. Now I got a small brush and coloured in her clothing with #AC0101.
I got:

5. Then I set the layer to darken.
I got:

6. Now i used a small text brush by
nightcomes and
organza. I used black.
I got:

7. Now I used a large soft brush in a new layer in the same colour that i coloured in her dress. I drew a circle over one side of the brush and set to screen.
This is the circle:

And you are done!
