Using Photoshop 7.0
1. Open a new 100 x 100 image
2. Open your image and resize it. Drag it into your 100 x 100 image.
I got:

3. Now i duplicated my base and set it to screen at 50% opacity.

4. Now I duplicated the screen layer and set it to soft light at 70% opacity.
I got:

5. Now go to Layer > New Adjustment Layer > Selective Colour
Set to:
REDS:
C: -45
M: +21
Y: +44
B: -3
YELLOWS:
C: -40
M: -26
Y: +27
B: +16
NEUTRALS:
C: +46
M: -11
Y: -27
B: +16
I got:

6. Now go to Layer > New Adjustment Layer > Curves
Set to:
RGB
Input: 117
Output: 134
I got:

7. Now go to Layer > New Adjustment Layer > Selective Colour
Set to:
REDS:
C: +37
M: +64
Y: +37
B: -10
I got:

8. Now flatten your image. Go to Image > Adjustments > Hue/Saturation. Up the Saturation to about +29.
9. Go to Image >Adjustments > Variations
Select on Midtones:
More Cyan
More Cyan
More Blue
More Cyan
I got:

10. Now go to Layer > New Adjustment Layer > Selective Colour
Set to:
NEUTRALS:
C: +20
M: +42
Y: -9
B: -6
I got:

And you are done! I just added a scratchy texture on the background.
