1. Open a new 100 x 100 image
2. Open your image and resize it. Drag it into your 100 x 100 image.
I got:

3. THIS IS OPTIONAL: Make a new layer and zoom into the eye. With a size 2 round brush- in black- go around the eye. Go to Filter >Blur> Gaussian Blur. Set to 1. Set the layer to overlay and duplicate it a few times (Whatever you like best).
I got:

4. Duplicate (Ctrl + J) the base and set to screen.
I got:

5. Duplicate the screen layer and set to overlay. Duplicate the overlay layer 4 times. (If it seems too intense to you do it less, or more if you like it better)
I got:

(Now that you see what the image looks like, you can duplicate the 'eyeliner' layer a few times if you want- just to increase the intensity.
I got:

6. Merge all layers (Ctrl + Shift + E)
7. Now I wanted to add some text. In Font: Arial Black Size: 18 Colour: White (in bold), i wrote 'SWC'.
I got:

8. Rasterize the text layer. (Right click the layer and click 'Rasterize Layer').
9. Using the select tool select half of the text. Press Delete.
I got:

10. Change your font size to 4 and write a little line of words. I wrote 'sarah wayne callies'. Place it underneath the cut off letters.
And you are done!
